Bamberg, South Carolina (October 2025) – Bamberg, South Carolina) – Governor Henry McMaster, Representative Justin Bamberg, Gibbs International Executives, and Southern Carolina Alliance Chair Steve Murdaugh joined Bamberg County leaders and citizens on Thursday, October 9, for the ribbon-cutting ceremony of Circular Composite Solutions (CCS). CCS is a sustainable manufacturer of proprietary industrial shipping pallet components. CCS’s $53.7 million investment will create 70 new jobs in Bamberg County.
The former Rockland Industries textile mill, located at 253 Calhoun Street in Bamberg, is now home to CCS, featuring an initial 75,000 square feet of manufacturing space. CCS produces recycled wood and plastic pallet components, which support industrial supply chains by providing sustainable shipping materials. The Coordinating Council for Economic Development approved job development credits related to the project and awarded a $750,000 Rural Infrastructure Fund grant to Bamberg County to assist with the costs of building improvements.

Governor Henry McMaster emphasized, “Circular Composite Solutions’ $53.7 million investment in Bamberg County underscores that South Carolina is the ideal place for doing business. This new operation will create jobs, generate new opportunities, and further strengthen our state’s world-class manufacturing industry.”
According to Bamberg County Council Chairwoman Sharon Hammond, "Bamberg County welcomes Circular Composite Solutions to our industrial community, and we thank them for the 70 new jobs they are creating. Every good job created makes a difference for our families here, and we look forward to providing a pro-business environment for the company's manufacturing operation in our county for years to come.”
Fredy Madrid, Executive of Gibbs International, Inc., thanked all involved for making Project Circular a reality, stating, “This facility here in Bamberg serves as one of the first of its kind…Joey Preston and his team have been an essential pillar in fulfilling this vision. Those who know him know Joey Preston is a man of action.”

Representative Justin Bamberg captured the theme of the day in one word: HOPE. “Today is about more than just jobs and a $53.7 million investment in Bamberg–today, we celebrate CCS’s investment in hope, which we all know can be fleeting. However, today Bamberg County can embrace the hope of a brighter and more prosperous tomorrow.”
